The Secretariat shall have the following duties and responsibilities: 1. Monitors human rights violations; 2. Receives and records petitions from victims of human rights violations 3. Receives, collects and files documents which disclose clear violations of human rights; 4. Prepares periodic reports on human rights and publicises them when approved by the Executive Committee; 5. Conducts research on human rights, the democratic process, the rule of law and due process and disseminates the results; 6. Establishes close links and co-operates with national and international human rights organizations; 7. Conducts studies and prepares seminars and lectures on topics relevant to human rights, the rule of law and the democratic process; 8. Seeks and receives funds for carrying out its activities from individuals and donor organizations; 9. Hires and dismisses personnel when the Executive Committee so decides; 10. Establishes branch offices; 11. Carries out other activities that will advance the objectives of EHRCO.
